Any speculations on Octodad's stalker? I can't think of anybody.
It could potentially be a Gameshark possessed Segata, but I highly doubt it...

It could be someone connected to Shadaloo, and that's what I'd prefer than believe that the Gameshark broke free...

Man, I really don't know. Like VS21 said, it could be a connection to Shadaloo, or a remnant of the GameShark. Or one of Octodad/sad's old rivals. I don't really know.

Maybe Seifer is watching Octodad being watched by someone

I'm banking on it being a secret fourth member of Shadaloo that'll be revealed and blow our minds or something.

Or it could be its own plot separate from that, who knows.

At first I thought it was Blood Falcon spying on Octodad for Shadaloo, what with being a bounty hunter and so fast (in Smash) and all. If Shadaloo is still an option, it could be Sho, who apparently worked with Bison on the Gameshark. I also thought that the stalker might be someone with some sort of stealth camouflage, which could explain why Octodad has gotten the feeling of being watched but hasn't seen anyone yet. It'd have to be Snake or Jensen for that though, unless someone looted Fox's corpse and fixed up the stealth tech.

As I was writing this it occurred to me that Ganondorf can turn invisible as well. That would be way out of left field though, and I can only see it as being part of a long-awaited revenge attempt for the match that put Octodad on the map.

It's just gonna be Zubaz, isn't it? Because he's lonely and Octodad looks lonely but he's too shy to confess his friendship.

Could be Break Man or Air Man at this rate. If you'll recall, back when Grey Fox was actually Frank Jaegar, his injuries were patched up, not by the Patriots la li lu le lo, but by Doctor Light himself. Recall Snake talking to (then-)Proto Man about it backstage in a plotscene I can't find. If Light was the one who perfected and applied the technology to heal Grey Fox and administer that exoskeleton to him, then perhaps it's not far off to believe that Break Man or Big Breezy managed to get their hands on it.

Or Dr. Wily, for that matter, he's got a history of stealing Light's toys.

...

...Robotnik?

That may also be a possibility, but it depends on whether that would sufficiently fall on the "laying low" side of things. A theft could also be blamed on Wily, but unless it was a smooth stealth job Light would probably recognize his creation when it came time to place blame.

Has Bison ever had a visible form when he was between bodies? I vaguely recall a mass of purple energy, but if not, the stalker could even potentially be him.

To answer Fireball: That'd be the ultimate form of laying low, being completely unseen. Break Man was the one who originally sent Grey Fox to Doctor Light, and we just stopped off at Wily's Castle, so perhaps some of the "tech" Break Man was referring to was something similar to this (perhaps Wily's own version of the technology) earlier in the season.
